Applied: Royal Decree 53/2023 Standard
On July 25, 2023, His Majesty Sultan Haitham bin Tarik issued Royal Decree No. 53/2023, promulgating the new Labour Law of the Sultanate of Oman and officially repealing the longstanding Royal Decree No. 35/2003. This legislative overhaul introduced profound improvements for expatriate workers, particularly regarding terminal severance accrual.
Under the old framework (RD 35/2003), non-Omani employees received 15 days of basic wage per year for the first three continuous years of service, and 30 days per year for each subsequent year.
Under Royal Decree 53/2023 (Article 61), this bifurcation has been eliminated. Expatriate employees now accrue a flat one full month's basic salary (30 days' wage) for each completed year from year one. Fractions of a year are calculated pro-rata on the basis of the final basic wage.
